The Public Procurement & Disposal of Assets Authority (PPDA) invites applications from suitably qualified and experienced candidates to fill various vacant positions tenable at the Authority as follows:

Regulatory and Review Manager (1 position)

Job Title: Regulatory and Review Manager.

Grade: PPDA4

Department: Regulatory Review, Monitoring and Compliance

Location: Lilongwe

Reporting Responsibility: Director Review, Advisory and Regulatory

Purpose of the Job

To be responsible for maintenance and updating PPDA’s legislation and all regulations and documentation related to public procurement and disposal of assets procedures.

Key Responsibilities and Duties

1. Manage all regulatory and review functions
2. Manage authorized changes to all documentation constituting the legislation governing the procurement and disposal of assets systems.
3. Identify areas in the regulatory framework that require review and reforms
4. Assess the impact of changes and implications on existing procurement and disposal of assets legislation.
5. Assist in processing and managing the applications for administrative Reviews and act as secretariat for the boards,
6. Issue, maintain, distribute and update list of barred bidders
7. Manage the panel of external IPCs in accordance with the methodology developed and agreed by PPDA
8. Recommend changes to existing procedures, regulations or legislation based on volume and nature of administrative review applications received.
9. Review draft recommendations for changes to PPDA operating manual and procedures prior to submission to senior management for approval.

Qualifications and Experience

● Bachelor’s Degree in either Procurement, Purchasing and Logistics, Purchasing and Supply or Supply Chain Management, Business Administration, Economics, Finance, Social Science, Accountancy, Public Administration or Law.
● Master’s degree in either Procurement, Purchasing and Logistics, Purchasing and Supply or Supply Chain Management or an appropriate professional qualification
● Member of MIPS.
● At least five (5) years’ experience in procurement or related field senior level.

Requisite Knowledge, Abilities and Skills

● Good knowledge of Malawi Government’s public procurement and disposal policies.
● Strong analytical and interpersonal and Strategic Management Skills
● Strong organisational skills, versatility, ability to multi-task and meet deadlines.
● Excellent communication skills (oral and written)
● Ability to work as a team member with leadership skills for coaching and developing employees.
● Computer literacy
